The order comes from the PSX horror collection: the pieces that give a playable result first.
How the order works
Each genre follows its collection page. The first items give you a level to walk around in and the core interaction. Later items add variety: more weapons, props or systems.
Free items always fit. The Small Town Buildings kit has a free edition, so the PSX horror list starts at $0.
When to use it
Before a game jam
Know which ready-made pieces cover your genre so the 48 hours go into gameplay instead of modelling crates.
Spending a small budget well
Put the money into the assets the player sees most (the level and the weapon) and fill the rest with free packs.
Planning a vertical slice
Get the order that leads to one playable level first, which is what you need to show a publisher or a festival.

Questions
Each item is a separate itch.io product, so you buy them one by one. Each buy link opens the right itch.io page.
Start from the closest one. The Dungeon crawler list suits most fantasy games, and Retro FPS suits most shooters.
Buy what is not your game's identity (props, systems, UI) and make what players remember (the main character, the key location). That keeps the game recognisable.
Players notice mixed styles more than reused assets. One colour palette, the same lighting and a post-process pass make bought packs feel like yours.
